The Program Technical Cooperation Digital Bridge (TCDB) to Ukraine is a pilot program that is being designed to implement the up-stream need-driven approach to technical cooperation that is described in Introduction and powered by the IBC Digital Bridge platform. The Program employs innovative interactive up-stream approach to initiation and transformation of Technical Cooperation (Assistance) Initiatives into high performing need-driven development projects to support implementation of Local/Municipal Investment and Export Development Programs on the basis of public-private partnerships in the following economy sectors:

In today’s digital age, voice of technical assistance beneficiaries can be heard better and technical cooperation (assistance) initiatives can be implemented faster and at lower cost. Both the IBC Bridge digital model and the IBC Digital Bridge Platform have been developed with involvement of our subject matter experts, which have over 15 years of practical experience in the areas of international technical assistance, information technology and local/municipal economic development programs.
Our research and extensive experience in implementation of technical cooperation projects proves that initiation of a project | program is the process that is critically important for successful delivery of the project | program. Nowadays, in the age of the Internet and constant access to information online, Technical Cooperation (Assistance) can be performed much more effectively in comparison to outdated downstream and supply-driven approaches.
In today’s connected world the technical cooperation carries great opportunities for development and for growing reputation of implementing agencies, as well as, high risks to damage their reputation as a result of ineffective projects.
The TCDB to Ukraine Program strives to follow recommendations of Paris Declaration and puts into action contemporary Technical Cooperation digital paradigm that brings face-to-face interaction, mobility, competition spirit and fosters multilateral, need-driven and result-oriented approach to initiation of Technical Cooperation Initiatives and transformation of the initiatives into efficient technical cooperation projects and programs.
