The Law of Ukraine “On Public-Private Partnership” defines organizational and legal framework for collaborative relationship of public and private partners as well as fundamental principles of public-private partnership on the basis of agreements.

The Municipal Business Opportunities (MBO) Discovery in Ukraine: Housing and Infrastructure has been developed by IBC Bridge Canada (Dr. Mykhailo Magal, Toronto) in cooperation with Municipal Management Center (Dr. Alexander Zatolokin, Kyiv, Ukraine) and in consultation with other partners of the Program listed below. The Program is being implemented using the IBC Digital Bridge to Ukraine - an innovative information technology web platform that was specifically designed and developed by IBC Bridge Canada, ComplexIT.ca and Centre for Innovative Technologies (Kyiv, Ukraine) to technologically support the programs like this.

 Attract. Connect. Motivate. Assist to Deliver are the four cornerstone processes developed, adopted and employed by Municipal Business Opportunities Discovery Program and IBC Digital Bridge platform.

 

IBC-Rating System to Motivate, Promote and Reward the Participants of MBO Discovery Program

IBC-Rating System is developed and deployed to engage, motivate and reward active participation in the Municipal Business Opportunities Discovery Program. This IBC-Rating System is built-in into the IBC Digital Bridge to Ukraine. 

The overall IBC-Rating of a user (Program participant) is the sum of Participation Points and Purchasing Points. The IBC-Rating value defines the place of the user (i.e., place of municipality or business) in the list of top 10 most active, dedicated and trustworthy participants of the MBO Discovery Program. The list is being published on Home page of IBC Digital Bridge to Ukraine to further promote leaders and will be renewed daily depending on ongoing IBC-rating of the Program participants.

IBC Participation Points are awarded to every registered user (from municipality and business) of IBC Digital Bridge to Ukraine for

  • own Business-to-Municipality (B2M) or Municipality-to-Business (M2B) proposal published or revised
  • views of their own proposals by other registered users
  • own products published for selling through IBC e-Shop
  • comments made on proposals of other users
  • invites to other potential users to join the MBO Discovery Program
  • referrals placed on websites of other interested organizations.

IBC Purchasing Points are awarded to every registered user (from municipality and business) of IBC Digital Bridge to Ukraine for purchased services and products of other users through IBC e-Shop. After achieving 15,000 the Purchasing Points are being converted into purchase rewards, and the user becomes eligible to buy certain services and products through IBC e-Shop using the collected purchasing points. For example, every 6th Start-Up Face-to-Face Discovery Online Video Workshop or some of e-Shop products could be fully paid off using the purchasing points.  

The Participation Points, although they are not being converted into purchase rewards and discounts on products and services, they are very important part of image making and trust building process and should never be neglected or took easy. The nature of Participation Points is that they can begin “evaporate” (decrease by 3 points every day) after 10 days (in a raw) of user inactivity on the IBC Digital Bridge to Ukraine, and this could essentially undermine the user overall IBC-Rating. Participation Points are designed to make up to 40% contribution to total IBC-Rating value, thus they essentially influence the user overall IBC-Rating, as well as, the possibility for the user to be promoted or not promoted on the first page of IBC Digital Bridge to Ukraine.

 

IBC Digital Bridge’s Online Services to Facilitate the MBO Discovery Program Implementation

Implementation business process of the MBO Discovery Program uses the premier suite of online services of IBC Digital Bridge to Ukraine to support interactions of users and facilitate user access to business proposals and content management services, plan online discovery workshops, and to promote Business-to-Municipality (B2M), Municipality-to-Business (M2B) and Business-to-Business (B2B) proposals. The online services enable:

  • Posting and discovery of online business proposals from Ukrainian municipalities to foreign & local business (M2B) and, on the contrary, from the businesses to the municipalities (B2M) or to another business (B2B) to create the real-time process of business information exchange and business opportunities discovery in all Housing and Infrastructure sub-sectors

Types of Business Opportunity Discovery Online Video Workshops

The MBO Discovery Program, among many other program activities, includes planning and delivery of four types of Business Opportunity Discovery Online Video Workshops to facilitate effective public-private partnerships between Ukrainian municipalities and Ukrainian, Canadian or foreign business that are interested to expand their activities to Ukraine through participation in Municipal Investment Programs or Municipal Export Development Programs.

 

1. Municipality to Business (M2B): Start-Up Face-to-Face Discovery Online Video Workshops

Municipality to Business (M2B) Start-Up Face-to-Face Discovery Online Video Workshop (duration - 45 min) is being conducted regarding Municipal business proposal that Ukrainian or foreign business is interested in, and that is published on IBC Digital Bridge to Ukraine.

To register for participation in the workshop and ask questions regarding the M2B proposal, the logged-in registered users from Ukrainian, Canadian or foreign business have to click link “M2B Discovery Workshop” that can be found in the end of the Municipal Business Proposal, and follow booking process using integrated online payment system. During this registration process the business will have possibility to post their questions (up to 5) to municipal experts regarding the elected municipal business proposal and advise the program team on 2 most desired dates of the workshop.

Upon successful completion of booking process from side of business, the municipality originated the Municipal Business (M2B) Proposal is being notified by IBC Bridge platform of business interest to their municipal proposal and is suggested to proceed with reciprocity registration for the workshop using the link “Register for M2B Discovery Workshop” to enable the workshop preparation workflow. The workshop is to be delivered within 15 business days after successful completion of the reciprocity registration by the municipality.

During M2B Discovery Workshop the Ukrainian, Canadian or other foreign business that is interested in municipal business proposal from Ukraine will hold face-to-face video conversation with the subject matter experts from Municipal Management Center (Habitat) who assist municipal authorities in development and implementation of Municipal Investment Programs (MIPs) since 1994. The MIPs are being developed and implemented on the basis of public-private partnerships Municipality - Private Sector.

By attending the M2B Discovery Workshop the participating business saves thousands of dollars due to leveraging subject matter knowledge of the municipal experts and due to eliminating travel and per-diem expenses.

 

 2. Business to Municipality: Start-Up Face-to-Face Discovery Online Video Workshop

Business to Municipality (B2M) Start-Up Face-to-Face Discovery Online Video Workshop (duration - 45 min) is being conducted regarding the Business proposal (from Ukrainian, Canadian or foreign business), what Ukrainian municipality is interested in, and what is published on IBC Digital Bridge to Ukraine.

To register for participation in the workshop and ask questions regarding the B2M business proposal, the logged-in registered user from an interested municipality has to click link “Register for B2M Discovery Workshop” that can be found in the end of the business proposal, and to complete workshop booking process using integrated online payment system. During this registration process the municipality will have possibility to post their questions (up to 5) regarding the business proposal of interest and advise the program team on 2 most desired dates of the workshop.

Upon successful completion of booking process from side of municipality, the business originated the business proposal is being notified by IBC Bridge platform of municipal interest to their business proposal and suggested to proceed with reciprocity registration for the workshop using the link “Register for B2M Discovery Workshop” to enable the workshop preparation workflow. Business to Business (B2B) Start-Up Face-to-Face Discovery Online Video Workshop (duration - 45 min) is being conducted regarding the Business proposal (from Ukrainian, Canadian or foreign business), what another global or local business is interested in, and what is published on IBC Digital Bridge to Ukraine.

To register for participation in the workshop and ask questions regarding the B2B business proposal, the logged-in registered user from interested another business has to click link “Register for B2B Discovery Workshop” that can be found in the end of the B2B business proposal, and to complete workshop booking process using integrated online payment system. During this registration process the business will have possibility to post their questions (up to 5) regarding the business proposal of their interest and advise the program team on 2 most desired dates of the workshop.

Upon successful completion of booking process from side of the interested business , the business, which originated the B2B proposal, is being notified by IBC Bridge platform of the interest to their business proposal and being suggested to proceed with reciprocity registration for the workshop using the link “Register for B2B Discovery Workshop” to enable the workshop preparation workflow. The workshop is to be delivered within 15 business days after successful completion of the reciprocity registration by the business.

During B2B Discovery Workshop the designated executives of the two businesses will hold face-to-face video discussion regarding the B2B proposal to be considered. The two businesses may want to leverage advantages of Municipal Investment Programs (MIPs) and/or Municipal Export Development Programs (MEDPs) in Ukraine, and hold Follow-Up Workshop with Experts of Municipal Management Center (Kyiv, Ukraine), which assist municipal authorities in development and implementation of the Programs since 1994, since the MIPs and MEDPs are being designed to be implemented on the basis of public-private partnerships Municipality - Private Sector.

By attending the B2B Start-up Discovery Workshop the participating businesses save thousands of dollars due to eliminating travel and per-diem expenses, and leveraging subject matter knowledge of IBC Bridge experts.

 

4. Follow-Up Online Video Workshops With Experts and Its Agenda

After successful M2B or B2M Discovery Online Workshops the MBO Discovery Program participants are being provided with possibility to hold face-to-face online consultation with experienced consultants and municipal experts to further proceed with implementation of given Business or Municipal Proposal, particularly, with preparation of Investment Project Proposal according Ukrainian law and proposal’s integration into Municipal Investment Program or other economic development program. Our Follow-Up Online Video Workshop with Experts is designed to make this happen. Duration of the workshop –1 hour. Participants can book additional hour(s), should the need arise.

The consultation is being provided by consultants from Municipal Management Center (Habitat, Kyiv) who has extensive experience (since 1994) of assisting local governments and businesses in development and implementation of Municipal Investment Programs. The workshop will enable the business to start designing right implementation strategy and to begin transformation of the proposal into the joint investment project that takes into account peculiarities of local business environment, meets national and local regulatory requirements, fits community development priorities and integrates existing best practices accrued by the team of experts for over 20 years.

 

Follow-Up Online Video Workshop with Experts is an interactive 1 hour online video session that brings together key decision makers from private companies looking for business opportunities in municipalities of Ukraine and the experts of Municipal Investment Programs (MIPs) in Ukraine 2012-2025.

Working languages: English. However, participants can bring their interpreter, should the need arise.

One of the important roles of this Follow-up Online Workshop is building mutual understanding and trust, fostering working relationships and improving communication among the participants, creating consensus regarding how the joint project should look like from the standpoint of both the municipality and the business.

Agenda Outline

Follow-Up Online Workshop (Housing and Infrastructure)

  1. Presentation of business proposal by representative of initiator (municipality or business) on the business opportunity that is suggested for implementation on the basis of public-private partnership.
  2. Introductory consultation on procedures of the business proposal integration into Municipal Investment Program 2012-2025 or other economic development programs in Ukraine.
  3. Introducing the Business to legal procedures and mechanisms of initiating an Investment Proposal as part of Municipal Investment Program 2012-2025 or other program, if available.
  4. Discussing and drafting Letter of Intent between Municipal Management Center (Habitat, Ukraine) and the Business regarding initiation of Investment Proposal as part of Municipal Investment Program or other relevant program.

During 7 business days after the Follow-Up Online Workshop the business together with Municipal Management Center prepares Investment Project Proposal to enable its integration into relevant Municipal Investment Program on the basis of public-private partnerships. After the investment proposal is ready, Municipal Management Center (Habitat, Ukraine) conveys the proposal to Project Management Unit of relevant Municipal Investment Program.

During next 7 business days after the investment proposal is received by the relevant municipality considers the proposal and notifies the business by sending private message through IBC Bridge platform whether the proposal is acceptable or it needs to be improved.

Should the need arise, the Business can be provided with an official invitation to visit Ukraine for the purpose of meeting with municipal authorities regarding the proposal that had been discussed during the Follow-up Discovery Workshop.
